Le 1er février 1944, avec la création officielle des Forces françaises de l'intérieur (FFI), Philippe Viannay se voit attribuer par Pierre Lefaucheux, chef régional FFI, le commandement du Nord de la Seine-et-Oise. Le but que se fixe alors Viannay - qui s'était jusqu'alors cantonné dans la propagande et la fabrication de faux papiers - consiste à organiser la guérilla en bordure de l'Oise, d'y installer par petits groupes d'une quinzaine d'hommes les jeunes étudiants parisiens, de leur procurer des armes et de les entraîner à la vie du maquis. Le but final de l'organisation "étant de créer progressivement sur les arrières ennemis une situation intenable par des coupures de routes, de voies ferrées et autres moyens de liaison et de communication" (rapport d'activité de Philippe Viannay, SHAT). Il en souligne d'ailleurs les écueils initiaux : difficulté d'intégrer les éléments étrangers dans une population essentiellement rurale, d'endurcir de jeunes citadins aux conditions de la vie de plein air, de les ravitailler et, surtout, de leur procurer les armes nécessaires.

C'est dans ces conditions initiales que Viannay fait venir ses partisans de la capitale - une centaine d'hommes environ - et les répartit dans les bois en "corps francs"'. De nombreux étudiants appartenant à l'appareil technique ou au service de faux-papiers de Défense de la France suivent Philippe Viannay en Seine-et-Oise : Pierre Bizos (Pierre des faux-papiers), William Lapierre, Monique Rollin et Michel Bernstein, Christiane Parouty, Hélène Roederer, Jacques Richet, Françoise de Rivière, David Régnier, Max Rolland ou Marie Gontcharoff ("Marie Toubib") pour n'en citer que quelques-uns. Philippe Viannay peut s'appuyer sur les groupes locaux existants, en particulier les groupes FTP "An II" de Corentin Quideau et "Patrie" de Kléber Dauchel, mais également sur le groupe CDLR de Magny-en-Vexin commandé par Pierre Colville et Adolphe Palseur, et sur un groupe rattaché à Libération-Nord dans le secteur de Luzarches. Il peut aussi compter sur le soutien d'Edouard Laval, dit "Edouard VII", animateur du camp de vacances de la Rose des Vents près de Presles et responsable d'un groupe rattaché au MLN. Outre ces groupes, Philippe Viannay est également soutenu par quelques gendarmes des brigades de Marines, L'Isle-Adam, Conflans-sainte-Honorine et Neuilly-en-Thelle.

A la veille du débarquement, Philippe Viannay organise toute cette région en trois secteurs, eux-même divisés en sous-secteurs :
- Le secteur A englobe la région de l'Isle-Adam, de Beaumont à Luzarches et à la forêt de Montmorency : le PC se trouve à Luzarches sous le commandement d'Edouard Laval puis de Jean-William Lapierre après son arrestation le 1er juillet 1944.
- Le secteur B comprend toute la région de Pontoise, allant au nord jusqu'à Méru. Le PC est installé à Hédouville et dirigé par Albert Bernier, fils du maire de l'Isle-Adam qui devient l'adjoint de Viannay.
- Le secteur C inclut la région de Magny-en-Vexin, de l'Epte à l'Ouest, à la Seine au Sud et à Marines à l'Est : les responsables étant Alain Radiguer et Jacques Richet.

Dirigé par William Lapierre, l'état-major composé d'Albert Bernier, de Corentin Quideau, de Paul Chaussonnière (pour le renseignement) et de David Régnier (en qualité de chef du corps-franc de protection) coordonne ces trois secteurs. Une partie de l'état-major (dont Michel Berstein et Monique Rollin) est installé au château de Balincourt appartenant à la comtesse de Bourbon. Le matériel nécessaire à la fabrication des faux-papiers y est également entreposé. Quant au PC proprement dit du Cdt Philippe, il se déplace fréquemment et s'installe successivement au camp du Touring-Club de Presles (La Rose des Vents), à l'Isle-Adam, Hédouville, Balincourt, Brignancourt, Pontoise, Christ-d'Haravilliers, enfin à Theuville. A l'extrême-est du "maquis", à Nerville, "Simone", la rotaprint qui servait à imprimer les ordres, les avis et les brassards FFI, est cachée chez le fermier Commelin. Faute de moyens financiers suffisants, le ravitaillement des maquisards est assuré par voie de réquisitions forcées, mais souvent aussi par l'aide bénévole des fermiers de la région. Cependant, grâce au concours du délégué militaire Jarry (André Rondenay), Viannay parvient en avril 1944, à se procurer des armes parachutées, des mines et des explosifs, d'abord dans un dépôt de la Ferté-Alais, puis en Sologne et à les transporter en camion jusqu'en Seine-et-Oise où elles sont déposée à l'Isle-Adam, chez Albert Bernier, et au domaine de Balincourt, chez le comtesse de Bourbon. Une troisième opération du même genre doit malheureusement échouer par suite de l'arrestation des camionneurs Carpentier, Girard et Deroux qui, interpellés sur la route d'Orléans, sont interrogés, torturés puis envoyés en déportation où Carpentier meurt. Ces armes sont à peu près équitablement distribuées entre les groupes de DF et ceux des FTP, ce qui constitue dans l'histoire de la Résistance un cas assez exceptionnel de partage.

Cependant, à partir du 19 juin 1944, les choses s'aggravent ; à la suite semble-t-il d'une dénonciation, les Allemands sont alertés de la présence de maquisards dans la forêt de Ronquerolles. En effet, un groupe d'instruction des jeunes FFI de DF est cantonné dans les bois de la "Tour du Lay" et de "Grainval" sous la direction d'Henri Desjoyaux, cependant qu'à 600 mètres delà les FTP de "L'An II" et de "Patrie" - 48 hommes au total – se trouvent sommairement installés dans une grotte près de Courcelles. Et justement, Viannay se trouve, ce jour-là, avec Corentin Quideau, au campement de Grainval, en tournée d'inspection. A l'aube du 19 juin, et alors que tous dorment encore sous la protection d'un seul homme de garde, une voiture allemande occupée par deux officiers de la Wehrmacht s'avance dans la plaine qui sépare les deux bois. Philippe, qui effectue une inspection matinale à l'orée du bois est aperçu par les Allemands. L'alerte est donnée. Il s'ensuit un échange de coups de feu, au cours duquel Maurice Roux alias Marceau, l'homme de garde, est tué, tandis qu'un des officiers allemands est blessé et que la voiture se retire précipitamment. Mais peu après, des forces allemandes importantes -évaluées à 3 bataillons ou 1.000 hommes environ par le journal DF- commencent à encercler la forêt. Viannay décide de se replier à travers bois et alerte le groupe FTP de Dauchel, par l'intermédiaire de deux agents de liaison, Hélène Roederer et Françoise de Rivière.
Pendant que Kléber Dauchel se porte au secours des FFI encerclés, Viannay poursuit, jusqu'à la nuit, son opération de "décrochage''. Celle-ci se déroule dans des conditions difficiles. Les hommes du corps franc commandé par Corentin Quideau -chargé d'opérer la liaison entre FTP et DF- tentent d'opérer des actions de harcèlement et de diversion pour retarder l'encerclement mais ils sont eux-mêmes encerclés, puis capturés par petits groupes. Sur les 17 résistants arrêtés par les Allemands, onze sont fusillés à l'Isle-Adam (Corentin Quideau, David Régnier, Pierre Meifreid-Devals, Emile Brunet, Yves Levallois, Pierre Mercier, Jean-Charles Fritz, Lannelue, Raymond Laurent, Jean Salmon et Louis Pucinelli) et deux sont déportés. Grâce à leur sacrifice, Philippe Viannay réparvient à regrouper le reste de ses maquisards en colonne et à les faire progresser dans la nuit, toujours harcelé par l'ennemi, à travers fourrés, en direction d'Hédouville où elle est chaleureusement accueillie par la population. Puis avec l'aide d'Albert Bernier, accouru de l'Isle-Adam, il est décidé de la transporter sur les buttes de Rosnes, où elle devait ensuite se reformer et se réorganiser avec d'autres éléments venus de Balincourt. Après la tragédie de Ronquerolles, Viannay constate qu'il est pratiquement impossible d'implanter des maquis organisés dans ses bois trop rapprochés de la capitale et dans une région truffée de forces allemandes. Il estime désormais préférable de constituer de petits groupes de combattants répartis en divers village et logeant chez l'habitant en se faisant passer pour des réfugiés.
Concernant les actions effectuées dans la région, il est difficile de distinguer celles relevant des troupes de Philippe Viannay de celles relevant des groupes FTP qui ont tout de même conservés une certaine autonomie. Entre le 9 juin et le 20 août 1944, en application du Plan vert, sept attentats sont perpétrés contre les voies ferrées sur les lignes Paris-Creil et Paris – L'Isle-Adam. Pour gêner le trafic routier, les maquisards posent des crèves-pneus et des mines sur les routes. Les hommes de Viannay s'attaquent également au câbles de communication et rompent notamment le 26 juillet la ligne téléphonique souterraine Paris-Berlin. Enfin, des sabotages sont aussi effectués pour paralyser le trafic sur l'Oise : le 12 août 1944, un groupe, dirigé par le gendarme Manceau, incendie une passerelle à Conflans-Sainte-Honorine. Le 18 août, le barrage d'Andrésy saute et les pontons construits par les Allemands deviennent inutilisables par suite de la baisse du niveau du fleuve. Le même jour, un attentat est perpétré contre le barrage de Méricourt.

Comme nous l'avons mentionné, une rotaprint était camouflée chez le fermier Commelin à Nerville. Dans ce village se cachait également William Lapierre. Le 13 août, au cours d'une attaque en forêt de l'Isle-Adam, les FFI font deux prisonniers allemands qu'ils ramènent à Nerville. Etant impossible de les garder en ce lieu, la décision est prise de les exécuter mais aucun des maquisards n'a le courage de le faire. Les captifs sont donc emmenés loin de là, les yeux bandés, et relâchés. Le 15, les Allemands arrivent en nombre à Nerville, perquisitionnent les fermes et trouvent l'imprimerie dissimulée chez Commelin. Aux Forgets, dans la propriété de M. Grandjean, les Allemands découvrent des maquisards. Furieux, ils mettent le feu à la ferme Commelin, organise une battue et arrêtent plusieurs résistants dont William Lapierre. En tout, 18 personnes sont arrêtées dont plusieurs otages pris dans le village, 13 sont fusillés (dont Commelin et Grandjean) et les autres emmenés à la Feldgendarmerie d'Enghien. Lapierre et deux de ses camarades, enfermés à la caserne de la Pépinière à Paris, seront libérés le 18 août, lors de l'insurrection parisienne.

Philippe Viannay fournit aussi de précieux renseignements aux Alliés notamment sur les carrières de Nucourt où sont entreposés des V1. Entre le 15 et le 31 août, Philippe Viannay multiplie les liaisons avec l'armée américaine. Les renseignements fournis sont d'une telle qualité que le chef d'état-major du général Patton demande à rencontrer Viannay. Celui-ci se rend donc au Mans le 22 ou 23 août où il s'entretient non seulement avec des officiers américains mais également avec le général Koenig avant de partir à Rambouillet pour rencontrer le général de Gaulle le 24. Même si les groupes FTP étaient bien implantés dans la région de l'Isle-Adam, c'est l'arrivée des troupes de Philippe Viannay qui entraîne une intensification de la lutte armée dans cette partie du département. En fournissant le matériel et en développant l'action résistante, Philippe Viannay a joué un rôle primordial en Seine-et-Oise Nord.

On February 1, 1944, with the official creation of the Forces françaises de l'intérieur (FFI), or Internal French Forces, Philippe Viannay was appointed to the commandment of the region north of the Seine-et-Oise by Pierre Lefaucheux, the region head of the FFI. Viannay, who had previously been stationed in the propaganda and fabrication of false documents, set his primary objective as the organization of a guerilla force on the banks of the Oise river and to set up small groups of fifteen young men – often Parisian students – and to procure arms for them, training them for a life in the maquis. The overall goal of the organization « was to progressively create an unbearable situation to our enemy's rear through blocking roads, railways, and all other modes of communication » (Activity report by Philippe Viannay). He then underlined the initial pitfalls: the difficulties of integrating foreign elements into an essentially rural population, to strengthen the young city-dwellers to the conditions of life in the countryside, to revitalize them, and, above all, procure them the necessary arms.

It was under these initial conditions that Viannay brought approximately 100 of his supporters from the city and brought them into the woods, forming the « Corps Francs ». Numerous students belonging to the technical operation or fabrication of false documents came from Défense de la France to join Viannay in Seine-et-Oise, including: Pierre Bizos (Pierre of the false documents), William Lapierre, Monique Rollin and Michel Bernstein, Christiane Parouty, Hélène Roederer, Jacques Richet, Françoise de Rivière, David Régnier, Max Rolland or Marie Gontcharoff (« Marie Toubib »). Philippe Viannay could call upon the existing local groups, in particular the FTP « Year II » of Corentin Quideau and « Patrie » of Kléber Dauchel, but also on the group, CDLR of Magny-en-Vexin commanded by Pierre Colville and Adolphe Pasleur and a group that was attached to Libération-Nord in the Luzarches sector. He could also count upon the support of Edouard Laval, called « Edouard VII », head of a vacation camp called la Rose des Vents near Presles and the representative of a group that was attached to the MLN. Apart from these groups, Philippe Viannay was also supported by some gendarmes and brigades from Marines, L'Isle-Adam, Conflans-sainte-Honorine, and Neuilly-en-Thelle.

The day before the Allied landing, Philippe Viannay organized the entire region into three sectors, with these each divided into sub-sectors: - Sector A encompassed the region of L'Ilse-Adam, from Beaumont to Luzarches and to the forest of Montmorency: the Command Post was in Luzarches, under the command of Edouard Laval then of Jean-William Lapierre after his arrest on July 1, 1944. - Sector B included all of the Pontoise region, extending all the way to Méru in the North. The Command Post was established at Hédouville and was led by Albert Bernier, son of the mayor of L'Ilse-Adam who became the assistant to Viannay. - Sector C included the regions of Magny-en-Vexin, from l'Epte in the west, to the Seine in the south, and to Marines in the east: the leaders were Alain Radiguer and Jacques Richet.

Led by William Lapierre, the administration consisting of Albert Bernier, Corentin Quideau, Paul Chaussonnière (for instruction), and David Régnier (as head of security) coordinated all three sectors. One part of the administrative staff (including Michel Bernstein and Monique Rollin) was situated at in the Balincourt castle, which belonged to the Countess of Bourbon. The materials necessary for the fabrication of false documents were stored there. Commandant Philippe headed the Command Post, which moved frequently, passing successively through the Touring-Club camp at Presles (la Rose des Vents), L'Ilse-Adam, Hédouville, Balincourt, Brignancourt, Pontoise, Christ-d'Haravilliers, and finally stopping in Theuville. At the extreme east of the maquis in Nerville, « Simone », the Rotaprint that printed the orders and warnings issued by the FFI, was hidden in the home of Commelin, the farmer. Due to insufficient financial means, the revitalization of maquisards was assured through forced requisitions, though often with help or voluntary donations from local farmers. However, thanks to the support of military delegate Jarry (André Rondenay), Viannay managed to procure armaments in April 1944, as mines, explosives, and airdropped arms were stored first in a depot at Ferté-Alais, then in Sologne to be transported by truck to Seine-et-Oise where they were finally deposited at L'Ilse-Adam, at the home of Albert Bernier, and in Balincourt, the home of the Countess of Bourbon. A third operation of the same type unfortunately failed following the arrest of the drivers, Carpentier, Giraud, and Deroux, who, intercepted on the route to Orléans, were interrogated, tortured, and eventually deported, where Carpentier died. These arms were practically equally distributed between the groups of Défense de la France and FTP, which constituted an exceptional case of teamwork between Resistance groups.

However, starting on June 19, 1944, the situation worsened; following what seemed to be a tip to the authorities, the Germans were alerted of the presence of maquisards in the Ronquerolles forest. In fact, a training group of youths from FFI and DF were stationed in the forest of « Tour du Lay » and « Grainval » under the direction of Henri Desjoyaux, however only 600 meters away, the FTP of « Year II » and « Patrie » (48 men in total) were temporarily stationed near Courcelles. It was precisely that day that Philippe Viannay found himself with Corentin Quideau, at the Grainval encampment, conducting an inspection. At dawn on June 19, while all but one sole guard slept, a German car with two officers of the Wehrmacht crossed through the clearing that separated the two forests. Philippe, who was doing his morning inspection at the edge of the clearing, was spotted by the Germans. The alarm was sounded. In the following exchange of gunfire, the guard, Maurice Roix known as Marceau, was killed, whereas one of the German officers was injured and the car quickly made an escape. Shortly thereafter, a large German force – estimated at approximately 3 battalions totaling 1000 men by the DF – began to surround the forest. Viannay decided to withdraw through the woods to alert FTP's group led by Dauchel, through the intermediary of two agents, Hélène Roederer and Françoise de Rivière. While Kléber Dauchel came to the aide of the surrounded FFI troops, Viannay pursued his operation of « disengagement » until nightfall. This came about through difficult circumstances. The men of Corps Franc led by Corentin Quideau (the liaison between DF and FTP) attempted to operate harassment and diversion tactics to slow the process of encirclement, but they themselves were surrounded, and then captured by small groups. Of the 17 arrested by the Germans, 11 were executed at L'Ilse-Adam (Corentin Quideau, David Régnier, Pierre Meifreid-Devals, Emile Brunet, Yves Levallois, Pierre Mercier, Jean-Charles Fritz, Lannelue, Raymond Laurent, Jean Salmon and Louis Pucinelli) and two were deported. Thanks to their sacrifice, Philippe Viannay succeeded in regrouping the rest of the maquisards into formation and marched through the night, always harassed by the Germans, through the underbrush toward Hédouville where they were warmly greeted by the townsfolk. Then, with the help of Albert Bernier, who rushed in l'Ilse-Adam, they decided to transport the forces across the mounds of Rosnes, where they regrouped, meeting up with other forces from Balincourt. After the tragedy of Ronquerolles, Viannay maintained that it was practically impossible to implant organized maquis into the woods too close to the capital and in a region so packed with Germans. He thus considered it preferable to constitute small groups of combatants spread out throughout the villages and lodging with the inhabitants by passing for refugees. As for the actions taken in the region, it is difficult to distinguish those conducted by Philippe Viannay and those from groups of the FTP who also conserved a certain autonomy. Between June 9 and August 20, 1944, seven attacks were conducted against the railways on the Paris-Creil and Paris-L'Ilse-Adam lines. To disrupt street traffic, maquisards placed frozen tires and mines on the road. Viannay's men attacked communication cables as well, most notably disrupting the underground telephone line from Paris to Berlin on July 26. Finally, these sabotages were also conducted to paralyze traffic on the Oise: on August 12, a group led by the gendarme Manceau set a footbridge alight at Conflans-Sainte-Honorine. On August 18, the Andrésy dam broke and the German pontoons were rendered useless by the lowering of the water level. The same day, an attack was perpetrated against the Méricourt dam as well. As we previously mentioned, a Rotaprint was camouflaged in the home of Commelin, the farmer in Nerville. In this village, William Lapierre was hiding. On August 13, during an attack on the forest of l'Isle-Adam, the FFI took two German prisoners, leading them to Nerville. Being impossible to keep them in the village, the decision was made to execute the prisoners, but not one of the maquisards had the heart to do it, so the captives were taken far away, blindfolded, and released. On the 15th, the Germans arrived in number at Nerville, searching the farms, finding the printer in the home of Commelin. At Forgets, in the propriety of M. Grandjean, the Germans discovered some maquisards. Furious, the set fire to Commelin's farm, beat him, and arrested several resistants including William Lapierre. In all, 18 people were arrested, including several hostages in the village. 13 were executed (including Commelin and Grandjean) and others were led to the Feldgendarmerie at Enghien. Lapierre and two of his compatriots were imprisoned in the barracks of Nursery of Paris, and were liberated on August 18, during the insurrection of Paris.

Philippe Viannay provided invaluable information to the Allies, notably on the quarries of Nucourt where V1 missiles were being stored. Between August 15 and 31, Philippe Viannay expanded his connections with the American forces. The information provided was of such quality that the head of the military, General Patton, asked to meet Viannay. Thus, he found himself in Mans on the 22nd and 23rd of August where he had meetings with not only American officers, but General Koenig before leaving for Rambouillet to meet General de Gaulle on the 24th. Though the groups of FTP were well implanted into the region of l'Isle-Adam, it was the arrival of Viannay's troops that brought intensification to the armed conflict in the area. By furnishing materials and developing resistant actions, Philippe Viannay played an integral role in Seine-et-Oise.
