Contexte historique

Alexandre Parodi naquit à Paris le 1er juin 1901 dans une famille de la grande bourgeoisie intellectuelle et républicaine. Licencié en droit et licencié ès Lettres, auditeur au Conseil d'État en 1926, il fut secrétaire général adjoint au Conseil National Économique de 1929 à 1938. Maître des requêtes au Conseil d'État et conseiller technique au cabinet du ministre du Travail en 1938, il devint directeur général du Travail et de la Main-d'œuvre en 1939.

Révoqué en octobre 1940 en raison de son hostilité au régime de Vichy, il retourna au Conseil d'État désormais installé à Royat, dans le Puy-de-Dôme. Dès la fin de l'année 1940, Alexandre Parodi se joignit à certaines des pépinières d'intellectuels résistants qui fleurissaient alors en zone libre. Pendant près d'une année et demie, il participa aux séances de réflexion organisées à Lyon par Paul Bastid, et à Clermont-Ferrand autour de René Capitant et Paul Coste-Floret. Ce faisant, il eut des contacts avec le mouvement Libération-Sud. À la même époque, son frère René, magistrat, substitut du procureur de la République à Paris, militait au sein du mouvement Libération-Nord (arrêté par les Allemands le 15 février 1942, René Parodi fut retrouvé pendu dans sa cellule au mois d'avril suivant).

Au début de l'été 1942, avec Paul Bastid ("Primus"), Robert Lacoste ("Secundus") et François de Menthon ("Tertius"), sous l'égide du nouveau Délégué général de la France libre Jean Moulin, Alexandre Parodi ("Quartus") fonda le Comité des experts dont la mission était de "mettre à l'étude des projets concernant le futur régime politique, économique et social du pays" et de réfléchir aux modalités de la prise du pouvoir par la Résistance à la Libération. Durant près de deux années, il oeuvra au sein du Comité qui devint Comité général d'études (CGE) au cours de l'hiver 1943, et auquel s'adjoignirent successivement Pierre-Henri Teitgen (automne 1942), René Courtin (fin 1942), Michel Debré (printemps 1943), Jacques Charpentier (été 1943) et Pierre Lefaucheux (automne 1943).

Entre janvier et mai 1943, il réfléchit avec Teitgen aux réformes à mettre en œuvre à la libération dans les domaines juridique, administratif et social. Dès leur création, il supervisa l'édition des Cahiers politiques de la France combattante, la revue de doctrine politique du CGE.

À partir de la fin de l'été 1943, il dirigea un groupe d'études sur le régime de la presse à la Libération ; trois questions étaient au programme : épuration des journaux compromis dans la Collaboration ou auprès du régime de Vichy, constitution d'une nouvelle presse, élaboration du statut juridique de cette dernière ; après confrontation avec ceux d'autres groupes réunis sur le même sujet, les résultats de cette commission clandestine donnèrent lieu à la rédaction du Cahier bleu. Au cours de l'hiver 1943-1944, Parodi participa également à la création du Comité financier de la Résistance (COFI) et suivit de près les premiers travaux de la Commission des désignations. Pressenti à la fin de l'été 1943 pour prendre la succession de Jean Moulin, Alexandre Parodi ("Cerat", "Belladone") fut finalement nommé à la tête de la Délégation générale du CFLN en mars 1944 en remplacement d'Émile Bollaert qui avait été arrêté au début du mois précédent. Le 4 avril, il prit officiellement ses fonctions de Délégué général clandestin. Par sa noblesse et son courage, sa rigueur et ses talents de diplomate, en se fondant sur sa bonne connaissance des arcanes de l'armée des ombres et son entente avec le président du CNR, Georges Bidault, et en dépit des difficultés croissantes de communication avec Londres et Alger, il s'acquitta remarquablement de la redoutable tâche de direction et de coordination de la Résistance qui lui avait été confiée. Il donna à la Délégation sa structure définitive, par refonte en une délégation unique de la délégation civile et de la délégation militaire. Simultanément, il supervisa les nominations des commissaires de la République, préfets, et secrétaires généraux qui devaient s'emparer des rênes du pouvoir au fur et à mesure de la libération du territoire national (à la veille du débarquement en Normandie, plus de la moitié des préfets étaient en place ainsi que onze commissaires de la République), et prépara les mesures qui devaient permettre le retour à la légalité républicaine. De conserve avec le Délégué militaire national (DMN), et par le truchement des Délégués militaires de zone (DMZ) et des Délégués militaires régionaux (DMR), il coordonna l'action paramilitaire des organisations de Résistance.

Au cours de l'été 1944, il supervisa la répartition des bons du Trésor émis à Alger et destinés à financer la Résistance. De la fin juin à la mi-août 1944, avec le DMN Jacques Chaban-Delmas, Alexandre Parodi réussit à retarder le déclenchement d'une insurrection nationale qui, trop précoce, aurait vraisemblablement débouché sur un désastre. Dans le même temps, en accord avec le général Koenig et son état-major londonien, les deux hommes parvinrent à circonscrire, sinon à bloquer totalement, les velléités d'autonomie stratégique de la Résistance, qu'elles soient le fait du parti communiste ou de certains des chefs de l'Organisation de Résistance de l'armée (ORA).

Début août, Parodi trouva le moyen de tenir Alger au courant des dernières tentatives de Pétain et Laval pour former un gouvernement de transition avec l'appui des Alliés. Nommé le 14 août par de Gaulle membre du Gouvernement provisoire de la République française (GPRF) et commissaire d'État délégué en territoire occupé, Alexandre Parodi fut le très remarquable Délégué général de la libération de Paris. Si, le 19 août, la décision de déclencher l'insurrection lui échappa ainsi qu'au DMN, il sut admirablement manœuvrer entre combats et trêve pour placer les Allemands sur la défensive et se saisir des rênes du pouvoir par secrétaires généraux interposés, tout en évitant un embrasement généralisé qui aurait été porteur de toutes les incertitudes.

Arrêté le 20 août à la suite d'un malheureux concours de circonstances, il profita de la trêve conclue avec les Allemands sous l'égide du consul général de Suède Raoul Nordling pour obtenir sa libération. Le 24 août, avec le préfet Luizet, les principaux membres de la Délégation générale et Chaban-Delmas, Parodi accueillit l'avant-garde de la 2e DB, en la personne du capitaine Dronne, à la préfecture de Police de Paris. Le lendemain, c'est sur sa demande insistante que le général de Gaulle se rendit à l'Hôtel de Ville pour rencontrer les chefs de l'insurrection. Au final, et comme le souligne Jean-Louis Crémieux-Brilhac, la haute figure d'Alexandre Parodi s'impose au tout premier rang des chefs qui contribuèrent à sauver Paris en août 1944.

Le 9 septembre, Alexandre Parodi fut nommé ministre du Travail dans le GPRF. Ministre du Travail et de la Sécurité sociale jusqu'en novembre 1945, il fut nommé conseiller d'État le mois suivant. Il entama alors une carrière diplomatique, occupant successivement les fonctions de Délégué permanent de la France au Conseil de Sécurité des Nations Unies, secrétaire général du ministère des Affaires étrangères (1949), représentant permanent de la France à l'OTAN (1955), ambassadeur au Maroc (1957). En 1960, il succéda à René Cassin à la vice-présidence du Conseil d'État. Élu en 1970 à l'Académie des Sciences Morales et Politiques, Alexandre Parodi est décédé le 15 mars 1979.

Il était Compagnon de la Libération (décret du 27 août 1944) et Grand-Croix de la Légion d'honneur.


Alexandre Parodi was born in Paris on June 1st 1901 to a large intellectual bourgeoisie and republican family. Licensed in law, with a bachelor’s degree in the Arts, the auditor for the Conseil d’Etat (Council of State) in 1926, he was Secretary General for the Conseil National Économique (Economic Council) from 1929 to 1938. Master of ceremonies for the Conseil d’Etat and technical councilor on the cabinet for the Labor Ministry in 1938, he became directeur général du Travail et de la Main-d’oeuvre (General Director of Work and Labor) in 1939.

Fired in October 1940 because of his hostility towards the Vichy Regime, he returned to the Conseil d’Etat from then on installed in Royat in the Puy-de-Dôme. Since the end of 1940, Alexandre Parodi joined certain hubs of intellectual resistors who blossomed in the free zone. For almost a year and a half, he participated in brainstorming sessions held in Lyon by Paul Bastid and Clermont-Fernand around René Capitant and Paul Coste-Floret. In doing this, he made contact with the Libération-Sud. Concurrently, his brother René was a magistrate, deputy prosecutor for the Republic in Paris and an activist at the heart of the Libération-Nord movement (arrested by the Germans on February 15th 1942, René Parodi was discovered hanging in a cell the following April).

At the beginning of the summer in 1942, alongside Paul Bastid (“Primus”), Robert Lacoste (“Secondus”) and François de Menthon (“Tertius”), under the authority of the new Délégué général of the France libre (Free France), Jean Moulin, Alexandre Parodi (“Quartus”) founded the Comité des experts (Committee of Experts) whose mission was “to study projects concerning the future political regime, economy and society of the country” and to reflect on a way to take power back through the Resistance at the Liberation. For almost two years, he worked at the heart of the Committee which became the Comité général d’études (Committee of General Studies, CGE) over the course of the 1943 winter, and accrued the successive memberships of Pierre-Henri Teitgen (autumn, 1942), René Courtin (end of 1942), Michel Debré (spring, 1943), Jacques Charpentier (summer, 1943) and Pierre Lefaucheux (autumn, 1943).

Between January and May 1943, he reflected with Teitgen on the reforms to put into action for the Liberation in the legal, administrative and social fields. From its inception, he supervised the editing of the Cahiers politiques de la France combattante (Political Papers of the Fight for France), the review of the CGE’s political doctrine.

Beginning at the close of the 1943 summer, he managed a group of students on the press regime of the Liberation; the program was comprised of three issues: the purification of newspapers compromised in the Collaboration or by the Vichy Regime, building a new press and providing legal jurisdiction for the latter; after a meeting with the other groups convened on the subject, the results of the underground committee gave birth to the editorial of Cahier bleu. Over the winter of 1943-1944, Parodi took equal part in the creation of the Comité financier de la Résistance (Financial Committee for the Resistance, COFI); closely followed by the first directives of the Commission des designations (Appointments Committee). Approached at the end of the summer in 1943 as the successor to Jean Moulin, Alexandre Parodi (“Cerat,” “Belladone”) was finally appointed the head of the Délégation générale (General Delegation) of the CFLN in March 1944 as a replacement for Emile Bollaert who had been arrested at the beginning of the previous month. On April 4th, he officially assumed the role of the underground Délégué général. Through his dignity and his courage, his humor and his diplomatic talents, based on his knowledge of mysteries of the army and his understanding with the president of the CNR, Georges Bidault, and despite the mounting difficulties of communication with London and Algeria, he executed the daunting tasks that had been entrusted to him, of managing and coordinating the Resistance, remarkably well. He gave the Délégation its definitive structure by dividing it into two separate sections, the civil delegation and the military delegation. Concurrently, he supervised the nominations for the commissioners for the Republic; the prefects and general secretaries that would take the reins of power as they gradually regained it over the course of the liberation of the national territory (on the day before the Normandy landing, the majority of prefects were in place together with eleven commissioners of the Republic) and to prepare the measures that would authorize their return as the legal Republic. Together with the Délégué militaire national (DMN), and through the intervention of the Délégués militaire de zone (DMZ) and the Délégués militaries régionaux (DMR), he coordinated the paramilitary action of the Resistance.

Over the course of the summer of 1944, he supervised the allocation of the Treasury bill and designated a financial advisor for the Resistance. At the end of June in mid-August 1944, alongside Jacques Chaban-Delmas, Alexandre Parodi succeeded in delaying the onset of a national insurrection that was premature and in all likelihood would have resulted in disaster. At the same time, in union with General Koenig and his military general staff in London, the two men managed to contain, if not completely block, the strategic attempts by organizations with the Resistance to gain autonomy, whether undertaken by the Communist Party or the leaders of l’Organisation de Résistance de l’armée (the Army's Resistance Organization, ORA).

At the beginning of August, Parodi found the means to take Algeria, aware of Pétain and Laval’s final attempts to form a transitional government under the support of the Allies. On August 14th, appointed by de Gaulle, he became a member of the Gouvernement provisoire de la République française (Provisional Government of the French Republic) and the State Commissioner for the occupied territory. Alexandre Parodi was the remarkable Délégué général (General Delegate) of the Paris liberation. If, on August 19th, the decision to begin the insurrection had come to fruition, he was an expert at striking a balance between attacking and retreating in order to put the Germans on the defensive and he knew how to seize the reins of power from the general secretaries, all in an effort to avoid flaming the fires of uncertainty.

Arrested August 20th following a string of bad circumstances, he took advantage of the peace finalized with the Germans under the auspices of the General Consul of Sweden Raoul Nordling to negotiate his release. August 24th, with the prefect Luizet, the primary members of the Délégation générale and Chaban-Delmas, Parodi welcomed the forefront leaders of the 2nd DB, under the direction of Captain Dronne, at the Police Headquarters in Paris. The following day, at the insistence of General de Gaulle, he went to the l’Hôtel de Ville to meet the leaders of the insurrection. Finally, as Jean-Luis Crémieux-Brilhac stresses, the high profile figure of Alexandre Parodi yielded incredible influence over the primary rank of leaders who contributed to the salvation of Paris in August 1944.

On September 9th, Alexandre Parodi was named Minister of Labor in the GPRF, a seat which he held, along with being Minister of Social Security, until November 1945 when he was appointed State Counsel the following month. He then commenced a political career, successfully occupying the posts of Délégué permanent de La France au Conseil de Sécurité des Nations Unies (Permanent Delegate for France at the United Nations), secrétaire général (Secretary General) of the ministere des Affaires étrangères (Ministry of Foreign Affairs, 1949), permanent representative for France at OTAN (1955), and Ambassador to Morocco (1957). In 1960, he succeeded René Cassin as the vice-president of the Conseil d’Etat (State Council). Elected in 1970 to l’Académie des Sciences Morales et Politiques (Academy of Moral Sciences and Politics), Alexandre Parodi died March of 1979. 

He was Compagnon de la Libération (decreed on August 2èth 1944) and he was given the Grand-Croix de la Légion d’honneur.
