Jean Moulin, alias "Rex" adresse ce rapport tandis que vient de se tenir la première réunion du Conseil National de la Résistance, à Paris, le 27 mai 1943. Il s'agit du dernier rapport de Jean Moulin à André Philip, commissaire à l'Intérieur du Comité National Français, puis du Comité Français de Libération Nationale (CFLN), constitué à Alger le 3 juin 1943, ce que Moulin ignore à la date de sa lettre.

Il y évoque les difficultés - tant pratiques que relationnelles - rencontrées pour fonder le CNR. Pratiques, car le rassemblement de dix-sept personnalités particulièrement surveillées par les autorités répressives allemandes et vichyssoises représente un risque majeur. Relationnelles car Moulin n'ignore rien des tensions qui existent entre certains des membres présents.


Jean Moulin, alias « Rex », composed the report when he held the first meeting of the Conseil de la Résistance (National Council of the Resistance, CNR) in Paris on May 27th 1943. It is the last report from Jean Moulin to André Philip, commissaire à l’Intérieur (Home Commissioner) for the Comité National Français (French National Committee), then the Comité Français de Libération Nationale (French Committee of National Liberation, CFLN), established in Algiers on June 3rd 1943, which was unknown to Jean Moulin at the date of this letter.

He evoked the difficulties – more of practicalities than of relations – that faced the founding of the CNR. The biggest difficulty was bringing together seventeen leaders who were closely scrutinized by both the occupying Germans and rthe Vichy regime as it represented a major risk. But Moulin also couldn’t ignore the tensions that existed between certain members that would be present at the meeting.

Contexte historique

Seul représentant du général de Gaulle et du Comité national depuis le 21 février 1943 et pour toute la France occupée, Moulin a reçu de Londres ses instructions. Celui qui a été fait Compagnon de la Libération sous le nom de "Caporal Mercier" par décret du 17 octobre 1942 est envoyé par de Gaulle pour prendre la présidence d'un unique Conseil de la Résistance. Contre l'avis de Pierre Brossolette, mais soutenu par Londres, Jean Moulin impose la représentation des partis au sein du CNR.

Le présent rapport, daté du 4 juin 1943, est rédigé cinq jours avant l'arrestation du général Delestraint à Paris, le 9 juin 1943.

Jean Moulin sera lui-même arrêté le 21 juin 1943.


The sole representative of General de Gaulle and the Comité national (National Committee) since February 21st 1943 and for all of occupied France, Moulin received his instructions from London. He was made Compagnon de la Libération (Companion of the Liberation) under the name of “Caporal Mercier” by decree on October 17th 1942 and sent by de Gaulle to take the presidency of the Coucil of the Resistance. Against Pierre Brossolette’s advice, but supported by London, Jean Moulin included political party representation at the heart of the CNR.

The present report, dated June 4th 1943, was composed five days before General Delestraint was arrested in Paris on June 9th 1943.

Jean Moulin would also be arrested on June 21st 1943.
