"Création des Corps francs de la libération (fin mars 1944-début avril 1944)"



Fin mars-début avril 1944, alors que le débarquement est imminent, les chefs des divers organismes du MLN (Mouvement de Libération nationale) se réunissent rue des Beaux-Arts à Paris, afin de regrouper dans une même structure leurs différentes formations militaires et répondre ainsi au besoin d’immédiateté et d’efficacité des combats. « Il est certain que l’organisation actuelle des groupes d’action ne peut nous satisfaire. La multiplicité des services parallèles nuit à notre efficacité. Les moyens utilisés en hommes et en matériels ne sont pas utilisés à plein. De là, la nécessité de réaliser le commandement unique. La création des CFL (Corps francs de la Libération) vise à atteindre ce but. Il ne s’agit pas d’un nouvel organisme venant se superposer à ceux existants. Il s’agit simplement de grouper dans le terme CFL et sous un commandement unique tous les éléments actifs de la Résistance pris dans les mouvements ayant adhérés au MLN. En fait, les grands services nationaux : Groupes Francs (GF), AO (Action ouvrière), AS (Armée secrète), maquis, Fer, disparaissent en tant qu’organisme de commandement vertical » (1). Les Espagnols de l’Union nationale espagnole rejoignent également cette structure. Le MLN souhaite, par cette initiative, « gagner en combativité et en efficacité » (2).
Marcel Degliame est nommé chef et Alfred Malleret Joinville, chef d’état-major. Quant à Ravanel, il devient « conjointement avec Robert Ducasse, responsable du bureau Action de l’état-major ». Les GF, qui ont prouvé à de nombreuses reprises, leur efficacité, sont chargés de l’instruction et de l’animation des CFL.
Par ailleurs, la création de ces CFL est l’occasion de « renforcer le contrôle des Groupes Francs » et des maquis qui, parfois, « agissent avec une trop grande autonomie » ce qui peut être à l’origine de certains abus.
Les GF de l’Île-de-France, que commande Charles Gonard, conservent leur structure et sont mis à la disposition du CNR (Conseil national de la Résistance).
Les premières missions pour l’état-major consistent à envoyer certains de ses membres dans les régions afin d’y mettre en place la nouvelle organisation. C’est ainsi que Ravanel est envoyé à Toulouse afin de solutionner le problème de la nomination du chef régional du CFL.

                       The Creation of the Corps Francs of the Liberation (End of March 1944-beginning of April 1944)

Between the end of March and the start of April 1944, with D-Day fast approaching, the heads of the MLN (Movement for National Liberation) met on the rue des Beaux Arts in Paris to reorganize in order to be prepared for combat as soon as possible. «It was clear that our military groups would not be enough. We had to reorganize all of the groups and supplies under one command. The creation of the CFL (Corps Francs of the Liberation) was the solution. It was not another organization that would lead the others that existed. It was simply a way to gather everyone under the same name and same leadership as the MLN. Essentially it was the Groupes Francs, the Action ouvrière (“Labour action”), the Armée secrète, the maquis, and Fer all reorganized into a vertical command »(1). The Spanish in the National Spanish Union would also join later on. The MLN, by doing this, wanted to be able to «fight as efficiently as possible» (2).
Marcel Degliame was named its head, with Alfred Malleret Joinville as the Chief of Staff. Ravanel became «with Robert Ducasse the Secretaries of Defense for Joinville. » The GF, who had proven time and again their expertise and strength, were put in charge of training and organization of the CFL. The CFL also acted as way to «keep the GF in check» as well as the maquis who always «acted independently», an autonomy that they had abused. The GF of the L'Île-de-France, headed by Charles Gonard, remained the same and was at the disposal of the CNR (National Counsel of the Resistance).

The Chief of Staff's first missions, in light of the new organization, was to place lead members in each region. Ravanel was sent to Toulouse as the new regional leader for the CFL.
